Use multiple rosinstall files

- Use multiple rosinstall files
- Remove tab in robolab.rosinstall.
- Temporarily remove robolab_turtlebot because of package name conflict
with the official `turtlebot` package.
- Remove duplicates from robolab_melodic.rosinstall.
