    If SW writes SETTINGS[ENA]='0' just at the moment when dominant
Stuff bit will be inserted, PC FSM will move to restarted, but
dominant bit will stay transmitted on output of CTU CAN FD! This
is undesirable behaviour!!! Therefore we add gating by drv_ena
to transmitted value post bit-stuffing.
